ECOFIN publishes their re-listing decision

On reflection of the details relating to the decision, it appears that the move to blacklist Cayman Islands stems from delay in the implementation of the remedial legislation and less so about the substance of it.  Is it then a matter of time before Cayman is placed on the whitelist alongside other Carribean jurisdictions?

More generally, this speaks clearly to the significance of any policy the UK may develop in the context of the 'Global Britain' agenda and the extent to which the UK will engage in a finance and tax arms race
