The AI Futures & Foresight Conference in Gibraltar yesterday provided a useful snapshot of where the conversation has now settled. AI is no longer treated as an emerging capability sitting outside core systems, but as something increasingly embedded in decision-making environments where outcomes, responsibility, and trust are inseparable.
The format of 'forced reflection' and interaction was a refreshing and, frankly, actually something that added value to a day that could have easily been a typical seven hours sat listening to talks of varying relevance, interest and quality of delivery.
In relation to the future, I'm quite bullish. Gibraltar has developed a reputation for seeing opportunity in regulatory challenges, particularly where new business models arrive long before any settled consensus has formed. That instinct has shaped the jurisdiction’s modern economy and remains visible today. The experience of online gaming and distributed ledger technology is often cited in this context, but the comparison is only partly instructive.
In gaming, Gibraltar was a genuine first mover in a sector that was not previously regulated. In DLT, it was both an early mover and able to take advantage of regulating not the crypto itself, but financial services, albeit on DLT. It was not fiat.
AI presents a different challenge. AI-native financial and professional services are emerging within sectors that are already heavily regulated, but in forms that do not align cleanly with existing categories. Decision-making, matching, and judgement are increasingly mediated by systems that influence outcomes without fitting traditional assumptions about advice, intermediation, or execution. I expect that we will, in due course, be leaders in this field too.
Gibraltar’s strength has never been novelty for its own sake. Its strength lies in its willingness to engage early, with seriousness and institutional confidence, largely because we can (our size, our independence, our exposure and our ability to act) but also because, as trite as it sounds, our siege mentality is a powerful instinct - necessity is the mother of invention.
The discussions at the conference suggest that this instinct remains intact. As AI-native models continue to take shape, the jurisdictions that matter will be those prepared to meet them while there is still room to shape the outcome.
