Political Agreement Reached on Gibraltar’s Future Relationship with the EU

Today marks a major milestone in Gibraltar’s post-Brexit journey.

On 11 June 2025, the United Kingdom, the European Union, Spain, and Gibraltar reached a conclusive political agreement on the core elements of the long-anticipated treaty governing Gibraltar’s future relationship with the EU. The announcement followed high-level talks in Brussels between European Commissioner Maroš Šefčovič, UK Foreign Secretary David Lammy, Spanish Foreign Minister José Manuel Albares, and Gibraltar’s Chief Minister Fabian Picardo.

The agreement provides for:

• No physical checks on people or goods at the Gibraltar-Spain border
   
• Dual border checks at Gibraltar’s port and airport, preserving Schengen integrity while respecting Gibraltar’s control over immigration and law enforcement
   
• A bespoke customs and goods model, removing friction for cross-border trade
   
• An explicit clause safeguarding sovereignty, confirming the Treaty will be without prejudice to the UK and Spain’s respective positions
   
• Provisions for direct flights to EU destinations from Gibraltar
   
• Full UK military autonomy maintained in Gibraltar

Beyond these headline measures, the agreement sets the foundation for closer cooperation in areas including taxation, environmental protection, labour rights, and social security. It also establishes a financial mechanism to support skills, employment, and cohesion across the region.

This is the last major unresolved issue from the UK’s withdrawal from the EU, and its resolution delivers long-awaited clarity for businesses, residents, and the thousands who cross the border daily. It represents a shared commitment to prosperity, stability, and European security.

The final treaty text will now be completed and undergo ratification by the respective parties.
